Oahu QCM Consultant | Quality Control Manager Services

Federal construction contracts require a qualified Quality Control Manager on site before work can begin, and the government has to accept that person by name. RTS Consulting provides certified QCMs who meet USACE and NAVFAC criteria for contractors in Honolulu, across Oahu, and on every Hawaiian island. On USACE contracts the role is often called the CQC System Manager. We staff both.

What a QCM Does on Your Federal Project

On federal work, the government doesn't inspect your work for you. It expects you to control your own quality and prove it. Your QCM runs that system: developing the CQC Plan, managing the submittal register, coordinating testing tied back to specifications, preparing daily quality control reports, and tracking deficiencies on the rework list until they're corrected.

The government reviews these records closely, and gaps raise questions about whether the work itself was controlled. Read our guide: What Is a QCM?

Three-Phase Control Inspections

Every definable feature of work moves through a preparatory phase before work starts, an initial phase to set the standard of workmanship, and daily follow-up inspections until it's complete. Our QCMs run and document all three the way USACE and NAVFAC reviewers expect.
